JOB TITLE: Assistant Superintendent

 

GENERAL DESCRIPTION:

The Assistant Superintendent is responsible for providing substantial and effective assistance to the Superintendent in: developing, achieving, and maintaining the highest standards of education regarding the operation, supervision, and evaluation of instruction; special education; federal and state programs; educational technology; facility operations and maintenance; school nutrition; transportation; as well as division-wide school budgeting, student learning, and administrative service functions.

 

The Assistant Superintendent is responsible for ensuring the effective operation of all division-related initiatives based upon a clear shared vision and goals, while maintaining a positive work based climate by employing effective decision-making skills, properly managing and allocating resources which support critical work priorities that are inclusive of various communication aspects with division employees, parents and the community. Additionally, the Assistant Superintendent is accountable for providing leadership and fidelity in planning, evaluating, developing, implementing and maintaining services in compliance with established guidelines, procedures and state statutes. The Assistant Superintendent reports to the Superintendent and will serve as the Superintendent’s designee.

ESSENTIAL FUNCTIONS:

  • Ability to work to implement the vision, mission and values of the division.
  • Abides by Virginia statutes, school board policies, and regulations
  • Advises the Superintendent on all matters concerning the operations of the school system.
  • Assists the Superintendent with the implementation of all laws, regulations, and Board policies.
  • Represents the school division before the public, and maintains, through cooperative leadership, both within and outside the schools, such a program of publicity and public relations as may keep the public informed as to the activities and needs of the school division and successes of the schools.
  • Serves as the primary contributing member of the Superintendent’s senior leadership team.
  • Administers and oversees methods of teaching, supervision and administration in all phases of the school system.
  • Defines educational needs and formulates policies for recommendation to the Board through the Superintendent.
  • Submits to the Superintendent a clear and detailed explanation of any proposed procedure that would involve either departure from established policy of expenditure of substantial sums.
  • Recommends to the Superintendent for any action the promotion, salary change, demotion, or dismissal of any employee.
  • Keeps the public informed about educational trends and the policies, practices, and problems of the school division.
  • Assists the Superintendent with the responsibility for the overall financial planning of the division and for the preparation of the annual budget for review and approval of the Board.
  • Assists the Superintendent in maintaining efficient procedures and effective controls for all expenditures of school funds in accordance with the adopted budget.
  • Provides educational leadership, administrative direction, supervision, and technical assistance and support to school principals.
  • Conducts building and classroom observations to assess educational and operational effectiveness and assist school administrators to establish and maintain a productive learning and working environment.
  • Provides guidance and available resources to school administrators to assist them in maintaining an effective educational environment.
  • Maintains, interprets, and complies with current state and federal laws, regulations, and guidelines as they relate to operations, instruction, and administrative services.
  • Serves as the superintendent’s designee, as needed.
  • Attends and participates in local, regional, and state meetings and conferences to keep abreast of current and emerging developments in all operational, instructional, and administrative functions.
  • Supervises and manages performance for direct report subordinates, including hiring and firing, performance evaluation, assigning workload and special projects, monitoring attendance and granting leave.
  • Prepares reports and studies for the purpose of providing information to the school board, superintendent, other staff members, and the public and/or complying with all local, state, and federal regulatory requirements.
  • Presents information on various topics, as needed, to convey information and to gather feedback.
  • Serves as the division’s Title IX Coordinator and Compliance Officer.
  • Supervises Operations & Maintenance (including Custodians), School Nutrition, and Transportation.
  • Performs other duties as assigned.

KNOWLEDGE, SKILLS AND ABILITIES (including but not limited to:)

  • Possess and demonstrate an experienced, thorough knowledge of the principles, procedures, and practices of public school operations
  • Possess and demonstrate experience with oral, written and presentation communications regarding school operations, division budgets and organization problem solving skills.
  • Possess and demonstrate experience regarding the establishment and maintenance of effective working relationships with students, parents, community members, school officials, teachers, support staff, law enforcement, external and internal county-based organizations, as well as federal, state and local agencies and their representatives.
  • Possess and demonstrate experienced skills that are required to perform multiple, highly complex, technical tasks with a need to periodically upgrade skills in order to meet changing job conditions.
  • Possess and demonstrate an experienced knowledge regarding the review and interpretation of highly complicated technical and budget information and the ability to speak persuasively to implement desired actions through an analytical review that defines issues and allows for drawing appropriate conclusions. Specific knowledge based competencies required to satisfactorily perform the functions of the job include: school finances; human and organizational behavior; change process; effective instruction; assessment & testing; data-driven decision making; legislative process; pertinent codes, policies, regulations and/or laws; current trends and practices in public educational; education code; principles of employee development and management; project development; goal attainment; time management; and principles of conflict resolution.
  • Possess and demonstrate an experienced ability and flexibility to schedule a significant number of activities, meetings, and/or events; gather, collate, and classify data while displaying the flexibility to analyze issues,create action plans, and to adapt to changing work priorities. Specific knowledge must include independent problem solving skills related to persons with divergent positions; implementing change; maintaining confidentiality; meeting deadlines and schedules; providing direction and leadership; and setting priorities.

PHYSICAL REQUIREMENTS:

This is light work requiring the exertion of up to 10 pounds of force occasionally and a negligible amount of force frequently or constantly to move objects, and some light work requiring the exertion of up to 20 pounds of force occasionally, up to 10 pounds of force frequently, and a negligible amount of force constantly to move objects. Work requires reaching, pushing, and pulling, use of hands to grasp, handle or feel, fine manipulation, and repetitive motions. Vocal communication is required for expressing or exchanging ideas by means of the spoken word. Hearing is required to perceive information at normal spoken word levels. Visual acuity is required for preparing and analyzing written or computer data, operation of office equipment, determining the accuracy and thoroughness of work, and observing general surroundings and activities. The worker is not subject to adverse environmental conditions.

 

FLSA CLASSIFICATION:
Exempt

 

EDUCATION AND EXPERIENCE:
Doctorate of Education is preferred.
Certification and Licenses: Valid Commonwealth of Virginia Certification for Superintendent of Schools or the ability to obtain such certification.
Postgraduate professional license with an endorsement in Administration and Supervision PreK-12.
Minimum of three (3) years successful experience as a building-level administrator in a public school system.
Minimum of three (3) years successful experience in teaching.
Experience working as a central office administrator is preferred.
Clearances: Criminal Justice Fingerprint/Background Clearance.
Salary Schedule: TBD Based on Experience.
